A man was shot by an Immigration and Customs Enforcement (ICE) agent in New York City’s Marble Hill neighborhood on October 8, marking the first shooting involving ICE agents in the city since President Donald Trump’s immigration crackdown began.
The 28-year-old, identified as Oscar Belgal from the Dominican Republic, was wounded in the neck while in his car, but survived. His five-year-old son was also in the car at the time.
Mayor Zohran Mamdani condemned the operation and called on ICE and President Trump to halt the agency’s enforcement activities in the city. Belgal was ultimately transferred from NYPD custody to ICE custody. His son was unharmed and placed in the care of family members, according to NYPD Commissioner Jessica Tisch.
Federal authorities are investigating the incident amid growing tensions over immigration enforcement.
The shooting is the latest in a series of incidents involving ICE agents that have drawn widespread scrutiny in the US and abroad. Agents have fired shots during enforcement operations on multiple occasions, raising concerns about the use of force and the consequences of the agency’s expanding activities.
Following President Trump’s signing of the One Big Beautiful Bill Act into law on July 4, 2025, ICE received a historic increase in funding to expand its operations nationwide. The agency’s enforcement activities have since come under renewed scrutiny amid reports of people being shot, injured, and killed during encounters with its agents.
