Nearly every state depends on the federal government for funding and support. From rural highways to urban housing projects, federal dollars maintain and support infrastructure. States rely on Washington to help bolster public education, subsidize agriculture, support disaster relief, and provide military and veterans’ services. Even economically strong states often depend on federal resources to supplement their budgets.

To measure this reliance, a dependency score was created based on two key factors. First, how much a state receives back in federal spending for every tax dollar it sends to Washington, and, second, what portion of the state's total revenue comes from federal funds. These metrics are then combined and quantified into a score of one to 100, with 100 indicating the highest dependency.
