- Ortega Highway is part of State Route 74 and runs from Interstate 5 in San Juan Capistrano in Orange County to the city limits of Palm Desert in Riverside County. But it's the odd story of two motorists who pulled up after seeing a clown figure on the blacktop that puts Ortega on the ghost map.
