Germany’s Federal Office of Civil Protection and Disaster Assistance (BBK) published its first crisis guide in 35 years to mention war. The updated guide, published on October 19, advises households to maintain food and water supplies for three to 10 days and outlines how to respond during power outages, cyberattacks, or military threats.

The BBK’s move follows growing concerns about European security amid Russia’s nearly four-year war in Ukraine. Its president, Ralph Tiesler, said the new guide aims to help citizens feel “prepared and informed,” as the threat of conflict “no longer seems as unlikely as it once did.” German intelligence chief Martin Jäger has also warned that Europe must not become complacent, cautioning that “we are already under fire today.”
