Driving is regarded as a necessary skill in many places around the world, however there are also numerous people who choose not to (or are unable to) drive. Some people never really had the need to drive a car, as they may have lived in large metropolitan areas with chaotic traffic and much more stress-free alternatives available. Others just don't like it, as they feel uncomfortable behind the wheel, so it's probably for the best that they're not on the road at all.
